Strange one this. First time I saw it, the DVLA had put a clamp on the car, this is done when the road tax has not been paid on a car, and that car is parked on public property. A few days later when I walked past the clamp had been removed, but the car still had flat tires and doesn't appear to have moved for a long time. Combo with a Huracan.
